NOAA says: + Symbols are thought to be not indicative of background conditions, and represent poorly mixed air masses influenced by local or regional anthropogenic sources or strong local biospheric sources or sinks.

So ... why is it that all these unrepresentative samples marked + are all above and often far above the trend line?

Still climbing.

Perhaps tellingly, not seeing any of the supposedly unmixed masses (the + symbols) appearing under the trend line.
